Overview

DAE / DYJ tuition fee reimbursement provides students with financial assistance in the form of tuition fee reimbursement. Students who fulfill the prescribed eligibility criteria can obtain 30%, 50% or 100% reimbursement of the actual tuition fees paid after the end of each school year.

Extended Non-means-tested Loan Scheme (ENLS)

  • DAE/DYJ student-applicants (applicants) who have the right of abode in the Hong Kong Special Administrative Region (Hong Kong); or alternatively, applicants or their families who / which have resided in Hong Kong continuously for three complete years before the commencement of the programme may apply for a loan under ENLS to pay their tuition fees. Qualified indemnifier and witness are required for the loan application.

  • An administrative fee is chargeable for each application and each loan account in every academic year to recover the full costs of processing the applications and administering ENLS. It is chargeable upon submission of application and annually thereafter unitl the ENLS loan(s) and the interest accrued thereon are fully repaid. The amount of administrative fee is subject to review regularly.

  • The ENLS operates on a full-cost recovery basis. Loan borrowers have to pay interest for their loans. Interest is accrued at the prevailing interest rate for the non-mean-tested loan schemes (NLS) upon drawdown of the ENLS loan and throughout the study period until the loan repaid in full. The NLS interest rate is subject to adjustment from time to time. (Please view the prevailing NLS annual interest rate and administrative fee for the current ENLS annual interest rate and administrative fee).

  • The ENLS loan borrowed and the interest accrued upon thereon are repayable in 15 years (Repayment Period) by 180 equal monthly instalments, or in a shorter Repayment Period by equal monthly instalments as agreed by the Student Finance Office. Loan borrowers are liable for repayment of the loan, interest, overdue interest (if any), administrative fee (if any) and all recovery expenses (if applicable) in full upon:

    1. graduation; or
    2. completion of study; or
    3. lapse of six years from the first disbursement of the ENLS loan, whichever is the earliest.

  • The Government of the Hong Kong Special Administrative Region (the Government) may apply any tuition fee reimbursement (including the 30%, 50% or 100% tuition fee reimbursement as the case may be) granted for the student’s studies of DAE/DYJ programme to offset any amount payable and / or repayable by such applicant to the Government in accordance with the terms and conditions of the ENLS Loan(s) immediately upon the disbursement of the tuition fee reimbursement for the DAE / DYJ programme.

  • The offsetting arrangement has been implemented from the 2019/20 school year onwards. The offsetting arrangement applies, regardless of whether or not the ENLS loan borrower is the same person as the applicant for tuition fee reimbursement under DAE / DYJ. The offsetting arrangement is not applicable to the ENLS loan borrowers who have been approved with ENLS loan(s) for their studies for their studies of DYJ programme before 2019/20 school year.
