Overview

The Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) is to complement the Financial Assistance Scheme for Post-secondary Students (FASP) to provide loans to eligible students to settle tuition fees of locally-accredited, self-financing full-time programmes at the level of associate degree, higher diploma or degree.

Eligible Courses

  • The NLSPS is eligible for locally-accredited full-time self-financing post-secondary education programmes at sub-degree (i.e. associated degree or higher diploma) or degree level.

    • "Locally-accredited Programmes"

      • Locally-accredited programmes refer to those included in the "Register of Locally-accredited Programmes" recognised by the Secretary for Education.

      • For the 2023/24 academic year, only programmes which have been included in the Register on or before 31 December 2023 will be covered by the NLSPS.

      • For details regarding the programmes, please consult the respective institutions or visit the "Information Portal for Accredited Post-secondary Programmes".

    • "Full-time" study

      • For face-to-face teaching programmes, "full-time" study refers to a curriculum of not less than 450 contact hours per year, or a minimum of 30 credit points per year with each credit point equaling 15 contact hours.

      • For non-face-to-face teaching programmes, "full-time" study means a curriculum of not less than 1350 study hours.

  • Please refer to the "Course Coding Sheet" for the programmes covered by the Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT) or use the Course Search Engine of the Extended Non-means-tested Loan Scheme (ENLS) to look for suitable assistance schemes if the course of study concerned is not listed in the above "Course Coding Sheet".
