Overview

The Tertiary Student Finance Scheme - Publicly-funded Programmes (TSFS) provides means-tested financial assistance in the form of grant and/or loan to eligible full-time students taking up an exclusively University Grants Committee (UGC)-funded or publicly-funded student place of a recognised course at tertiary level.

Level of Financial Assistance

  • The maximum level of assistance under TSFS for the 2023/24 academic year is tabulated below:

Living expenses (LE) loan $57,340 (interest at a rate of 1% per annum shall be charged on the loan borrowed from the commencement date of the loan Repayment Period)
Hostel subsidy the actual hostel fee payable (after deducting any other hostel subsidies or waivers) or $10,190 per year / $5,095 per semester, whichever is lower.
Additional academic expenses grant for students with special educational needs $9,630

For applicants attending full-year placement / industrial training, academic expenses grant is not normally offered unless the institutions advise that expenses related to academic study is required. Such cases will be considered on individual merits.
