Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT)

Overview

The Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT) is to complement the Tertiary Student Finance Scheme – Publicly-funded Programmes (TSFS) to provide loans to eligible students to settle tuition fees of recognised full-time study courses.

Eligibility

  • Applicants applying for an NLSFT loan to cover their tuition fees payable in the 2024/25 academic year must:

    • be registered as a full-time student of a recognised post-secondary programme at one of the institutions under the Tertiary Student Finance Scheme - Publicly-funded Programmes (TSFS) in the 2024/25 academic year, taking up an exclusively publicly-funded student place. For details, please refer to "Eligible Courses"; and

    • have the right of abode in the Hong Kong Special Administrative Region (Hong Kong); or alternatively, applicants or their families must have resided in Hong Kong continuously for three complete years prior to the commencement of the programme.

      ( Remarks: This does not cover non-local students holding:

      • student visas / entry permits;
      • visas / entry permits under the Immigration Arrangements for Non-local Graduates; or
      • dependant visas / entry permits which were issued by the Director of Immigration when the relevant students have reached 18 years old. )

Remarks: Applicants’ eligibility is restricted to only one eligible full-time programme in any one academic year. If applicants have applied for the Non-means-tested Loan Scheme for Post-secondary Students (NLSPS), they cannot apply for the NLSFT simultaneously in the same academic year. Application should be submitted on an academic year basis, and the NLSFT loan offer will only be used to cover the tuition fee for the respective academic year.

  • If applicants are going to join overseas exchange programmes in the 2024/25 academic year, they are still eligible for applying for loans under the NLSFT provided that they have fulfilled the eligibility requirements above-mentioned.
