Overview

The Extended Non-means-tested Loan Scheme (ENLS) provides loans to eligible students to settle tuition fees of specific post-secondary/continuing and professional education courses studied in Hong Kong.

Result and Payment Arrangements

Notification of Result
  • If the information that the applicants provide is complete and all the required documents submitted are in order and the programme(s) / course(s) pursued is / are already included in the Register, they may normally be notified of the result (i.e. the Approval Letter) within three weeks by mail from the date of complete information submission of their application to the Student Finance Office (SFO).

    • If the applicants do not receive the Approval Letter after three weeks from the date of submission of complete information of their application to the SFO, please contact the SFO immediately.

  • In the following circumstances, the SFO will require the applicants or relevant parties to provide explanation or supplementary information and the processing time of such cases will be longer:

    • The information provided is incomplete or discrepancies in the supporting documents provided are found;

    • The information provided requires clarification by applicants’ institution or other government departments or organisations;and

    • The applications involve undischarged bankrupts or subject persons of IVA.

    For these applications, the SFO will consider them on a case-by-case basis.

  • Please note that the Approval Letter will cover all the approved loan instalment(s). You should retain the Approval Letter and present it every time when you collect the cheque(s) from the SFO. No further Approval Letter will be sent to you for each loan instalment.

Payment Arrangements
  • If their loan application is approved, the first instalment loan will normally be paid within three weeks upon the date of approval by the following methods in accordance with the circumstances:

Circumstance Payment Method(s)
a. Applicants have already paid all or part of the tuition fees covered in their application.
  1. That part of the loan covering the paid tuition fees will be credited to their designated bank account*; and / or
  2. that part of the loan covering the unpaid tuition fees will be made by instalment(s), where appropriate and made payable to their institution or its operator / local agency [applicable if applicants are pursuing a registered course or exempted course under the Non-local Higher and Professional Education (Regulation) Ordinance (Cap. 493)] by cheque(s).
b. Applicants have not paid any part of their tuition fees. The loan will be made by instalment(s), where appropriate, and made payable to their institution or its operator / local agency (if applicable) by cheque(s).
*
Please note that the bank account should be their personal savings / current account. Time deposit account, credit card account, foreign currency account, personal loan account and security / investment account will not be accepted for payment purpose.

If the loan cannot be credited to their bank account because of incorrect bank account information provided by applicants; or the bank account has been cancelled or frozen, the SFO will not bear any responsibility for any loss or charge caused to applicants. Applicants are also required to submit the updated bank account information in writing including the photocopy of the relevant page of their bank passbook or account statement showing their name and account number. The new drawdown date(s) will be determined by the SFO.
