The Government has reviewed the operation of the non-means-tested loan schemes and implemented a package of improvement measures from the 2012/13 academic year. One of the improvement measures is to suitably revise the course eligibility criteria of the ENLS to restrict the eligible courses to those with a reasonable degree of quality assurance.

accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) ; and
offered by institutions (including their Schools of Professional and Continuing Education) by virtue of their self-accreditation status or Programme Area Accreditation status;
courses under Diploma Yi Jin;
courses covered by the Financial Assistance Scheme for Designated Evening Adult Education Courses;
training or development courses provided or funded by local statutory bodies; and
registered courses and exempted courses under the Non-local Higher and Professional Education (Regulation) Ordinance (Chapter 493).
Register of Eligible Courses (Register)
The Student Finance Office (SFO) is responsible for maintaining a Register under the ENLS, which is available for reference by potential students at the website of SFO.
With the exception of institutions with self-accreditation status or Programme Area Accreditation status granted by the HKCAAVQ, all course providers have to apply to SFO for registration of their courses.
The Controller, SFO (C, SFO) will approve the inclusion of these courses into the Register after having checked their eligibility and having satisfied with their operation. The Register will be put under constant review.
Guideline and forms for Registration as an Eligible Course
To apply for registration as an eligible course under the ENLS, institutions not having the self-accreditation status or Programme Area Accreditation status granted by the HKCAAVQ should make use of the following documents:
The C, SFO will determine whether a course should be approved for registration under the ENLS after having checked its eligibility and having satisfied with its operation. In the process, the SFO may approach the course provider for further information on the course / course provider and conduct an inspection to the premises of the course provider, as deemed appropriate.
Subject to the availability of all required information in respect of the course eligibility and operation of the course / course provider, the SFO will normally take 4 weeks for processing the application. The processing time may be lengthened if the information and supporting documents provided by the course provider are not complete and in order. The SFO will notify the result to the course provider in writing.

Course providers offering unaccredited courses which wish to seek accreditation service from the HKCAAVQ and apply for registration as an eligible course under the ENLS may obtain further information from the HKCAAVQ.
