The scholarship has been established since 1985 and enables the selected candidates to pursue one-year Masters degree programmes at the University of Birmingham in the United Kingdom. The selected candidates are expected to make contribution to the community of the Hong Kong Special Administrative Region (Hong Kong) after the completion of their studies.
The scholarship scheme has been suspended from 2020 onwards until further notice.

The scholarship is a tuition fee award, worth up to the cost of a laboratory based course which is paid directly to the University of Birmingham.
During the application period, application forms can be downloaded from the SFO's website or obtained from the SFO (Address: Room 1217, 12/F., Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon).
