Working Family and Student Financial Assistance Agency

General Clerk (Salary: $16,680 per month)

Entry Requirements:

Candidates should have –
(1)(a) Level 2 or equivalent [Note (1)] or above in five subjects including Mathematics in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note (2)], or equivalent; or
(b) Level 2 [Note (3)] / Grade E or above in five subjects including Mathematics in the Hong Kong Certificate of Education Examination (HKCEE) [Note (2)], or equivalent;
(2)met the language proficiency requirements of Level 2 [Note (3)] or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent;
(3)a minimum of two years’ full-time working experience in administration work, administration of financial assistance schemes or customer service work, with experience in the Government/public sector organisation being an advantage;
(4)good command of both Chinese and English. Proficiency in Putonghua or other languages is an advantage [see Note 4];
(5)equipped with good computer knowledge; and
(6)good logical thinking, customer service and communication skills.

Note:
(1)“Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in HKDSEE.
(2)The subjects may include Chinese Language and English Language.
(3)‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4)Candidates are required to indicate in the section under “Professional Qualifications” on the application form [G.F. 340 (rev 7/2023)] which language(s) they are proficient in.

Supporting Document: Applicants must provide the supporting documents proving that they have attained the above-mentioned academic qualifications and working experience (including current job) when submitting application forms. Applications will not be considered if the applicants fail to provide the supporting documents.

Duties:
(a)To vet and process applications for financial assistance schemes;
(b)To handle public enquiries and complaints in relation to the financial assistance schemes;
(c)To provide counter service;
(d)To assist in promoting the financial assistance schemes (including outdoor promotional activities);
(e)To handle general clerical duties; and
(f)To perform any other duties as assigned by supervisors.

Note: Subject to operational requirement of the department, the appointed candidate may be required to perform shift duties, work irregular hours and overtime (including on Saturdays, Sundays and public holidays). He / She will be deployed to work in any location as assigned by the Working Family and Student Financial Assistance Agency.

Terms of Appointment:
The successful candidate(s) will be appointed on non-civil service contract terms for one year. Renewal of contract will be subject to the service need of the Department and the performance of the candidate.

Fringe Benefits:
(1)10 days of annual leave for appointment on a 12-month contract whereas rest days, statutory holidays (or substituted holidays), maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance (Cap. 57 of the Laws of Hong Kong). Entitlement for annual leave will be calculated on pro-rata basis for appointment less than 12 months.
(2)A gratuity may be granted upon satisfactory completion of a 12-month contract with a consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485 of the Laws of Hong Kong), is equal to 10% of the total basic salary drawn during the contract period.

Please use application forms [G.F.340 (Rev. 7/2023)], which are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The application form can also be downloaded from the Civil Service Bureau's website (http://www.csb.gov.hk).

Completed application form together with copies of academic/professional qualifications, relevant certificates, official transcripts of studies/result slips and employment proof (i.e. employment certificates, reference letters, etc.), should reach the Enquiry Address not later than the closing date. Please state “Application for General Clerk” on the envelope.

II. On-line Application
On-line applications on the prescribed application form [G.F. 340 (Rev. 7/2023)] can also be made through Civil Service Bureau's website (http://www.csb.gov.hk) on or before the closing date.

Candidates who apply on-line should submit copies of academic/professional qualifications, relevant certificates, official transcripts of studies/result slips and employment proof (including current job) by post or by hand on or before 12 June 2024 to the Enquiry Address. The candidate's on-line application number should be quoted on the envelope and the copies of all supporting documents.

Applicants must provide supporting documents proving that they have obtained the above-mentioned academic qualifications and working experience (including current job) when submitting application. Applications will not be considered if applicants fail to provide such documents. Applications and/or supporting documents which are late or incomplete or submitted by fax/email will not be considered.

For submission of application and/or supporting documents by post, the postmark date on the envelope will be regarded as the date of submission. Acknowledgement receipt will be sent via e-mail upon receiving the application form and/or the supporting document(s) by post. Please contact the Officer listed in the Enquiry Details if you do not receive the acknowledgement receipt on or before 19 June 2024. Please do not send in any originals of supporting documents. To avoid delay or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Agency and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will have to bear any consequences arising from not paying sufficient postage.

Applicants are encouraged to provide their email address on the application forms for ease of communication. Applicants who are not invited for interview within ten weeks from the closing date may assume that their applications are unsuccessful. The Working Family and Student Financial Assistance Agency is not obliged to inform individual applicants of unsuccessful applications.

General Notes:

(7)Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. (8)The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.
