Tertiary Student Finance Scheme - Publicly-funded Programmes (TSFS) and Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT) for the 2024/25 academic year are now open for application.
With effect from the 2024/25 academic year, e-payment of administrative fee via credit card and Faster Payment System is available for applicants of the three non-means-tested loan schemes.
The administrative fee chargeable for each application and each loan account in every academic year under the three non-means-tested loan schemes will be adjusted to HK$216 with effect from the 2024/25 academic year.
Financial Assistance Scheme for Post-secondary Students (FASP) and Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) for the 2024/25 academic year will be open for application starting from 6 May 2024.
The 37th Awards Presentation Ceremony of the Sir Edward Youde Memorial Fund (SEYMF) will be held this Sunday (March 24) at Hong Kong City Hall. Around 930 students, three apprentices and five working adults will be presented with scholarships and awards. Officiating guests will include the Chairman of the SEYMF Council, Mr Ma Ching-cheng; the Chairman of the Board of Trustees, Ms Kwan Sau-ha, and other members of the Council and the Board of Trustees.

Adjustment of Non-means-tested Loan Schemes(NLS) Interest Rate
The interest rate of the Non-means-tested Loan Schemes has been adjusted from 2.295% to 2.42% per annum with effect from 1 August 2023.
The Finance Committee of the Legislative Council approved an extension of the interest-free deferral of loan repayment for student loan repayers for another two years from 1 April 2022.
Faster Payment System (FPS) was introduced as a repayment method of SFO in November 2021. You can use the mobile banking app or e-wallet that supports Government FPS bill payments to pay SFO demand notes printed with FPS QR code.
